SPRINGPORT TOWNSHIP MINUTES
November 10th, 2008
The regular meeting of the Springport Township Board was called to order at 7:04 pm at the Springport Township Hall by Supervisor Lance Mitchell.
Mitchell stated the meeting is being recorded to assist with the minutes, once approved the tape will be destroyed.
Members present were Travioli, Betz, Mitchell, Rybicki and Wilson. There were 8 visitors present.
County Commissioner Cliff Herl spoke. They are working on the 2009 budget. They are going to a 2 year budget and have started working on the 2010 budget also. Hank Z pulled the case out of court in regard to the cows getting out. There was a mistrial on it. Snowplowing will be done at 5 inches. The Road Commission is cutting back on overtime. The main roads will be done but the back roads will be the last done and may have to wait for the next day.
There was no public comment.
Motion by Rybicki and supported by Travioli to approve the minutes. Motion carried.
Motion by Rybicki and supported by Travioli to accept and file the Treasurers report with $52028.52 in the savings and $54500.99 in the checking. Motion carried. Betz stated that National City has been sold. Citizens is charging interest on our interest we are receiving.
Motion by Betz and supported by Rybicki to approve the following post audit bills. The police total is $2912.25. The Township total is $1000.00. Motion carried.

Motion by Rybicki and supported by Travioli to pay the Township bills in the amount of $5926.71. Discussion from Wilson as to the $11,000 that the Township is loaning the Police Department. Motion by Rybicki to amend the previous motion; to pay the Township bills of $16,926.71. Supported by Travioli. Motion carried.

The Police report was given by Rybicki. The liquor inspections were complete and the Halloween parade was a success. Nearby Townships have experienced several breaking and enterings. Chief Speese is urging everyone to keep windows and doors locked.
Wilson spoke with Jim Wardius in regards to the terms of the Planning Commission. Discussion followed. Jason Sebastian has expressed interest. We will take care of the swearing in of officers on the 19th.
No Fire Board meeting. Board Members will take care of at next meeting.
Wilson spoke with Kyt in regards to problems with addressing. Her concern was the sequencing and the streets in the Village. She also stated that Brown Rd was a possible problem. Discussion followed. Betz stated that Clinton Rd, Griffith Rd and Springport Rd should be fixed. Motion by Rybicki and supported by Travioli to table to the next meeting. Nay-Betz. Motion carried.
Wilson stated that she would like to swear in the new officers on November 19th at 6:00 pm at the Township Hall.
Wilson stated that the Election budget is over. Motion by Rybicki and supported by Travioli to take $725.45 from the Building Maintenance and move to Elections. Motion carried.
Kyt gave the Board a recommendation for the Board of Review Hardship Guidelines. Wilson offered Resolution 9-08 Board of Review Hardship Guidelines, supported by Rybicki. Roll call-aye; Travioli, Mitchell, Rybicki, Wilson and Betz. The Supervisor declared the resolution adopted.
Mitchell stated that Keith King is leaving. He spoke with Ken Swift from Rives and he will be taking over as of December 1st. Ken said that it was ok for Rod to give his number out to the people.
Travioli stated it was a pleasure working with the Board.
Betz wanted to thank Travioli for his 6 years of service, Rybicki for his 12 years of service, Wilson for her 4 years of service and Mitchell for his 4 years of service.
Rybicki wanted to thank everyone for their time on the Board. Rybicki asked that the new Board keep the Special Ordinance in mind. The Board chose to not pass it at that time, but it could become an issue again. Outside Burners may become an issue again. There have been previous complaints in the past.
In regards to Fire Board we were working on how the officers were being elected and also charges for Consumers on wire downs. New members will need to be picked at the next meeting.
The Land split board will have 2 openings. Rybicki and Wilson were on the board previously. Both think that a member of the Planning Commission should be on the Land Split committee.
There has been trouble with the Building Inspector. Should also keep on the procedures of the permits from Rod Thurow. The Township is supposed to get back a copy of final permits.
Rybicki also spoke in regards to the Police Advisory Committee. The first meeting was held on November 6th. The meetings are going to be held the 1st Wednesday of every month at 7:00 pm.
Wilson wanted to thank the Board.
Mitchell wanted to thank the Board and wish the new board Good Luck.
Motion by Wilson and supported by Betz to adjourn the meeting. Motion carried. Meeting adjourned at 7:45 pm.
